Below are remarks that came in from one of our concerned neighbors on Eskridge Place, one of the roads DBPOA's board mistakenly claims is "private."
Also below is an email to this website from a member of the Roads and Trails committee who thanked us for our information blog and is calling for a fair solution for road maintenance for all Dover Bay neighborhoods.

Eskridge property owner shares:
"When we purchased my property on Eskridge Place, the agreement was based on the understanding that Eskridge was a public thoroughfare, maintained and regulated by the HOA as part of our monthly dues, not a private road subject to additional fees or restrictions.
Any change in this status fundamentally alters what I agreed to at closing and could significantly impact both my property rights and ongoing costs. If Eskridge were to be reclassified as a private road, residents could be saddled with new financial obligations for maintenance, repairs, or even liability—expenses that were never disclosed or anticipated at the time of purchase. This is not a minor adjustment; it represents a material change to the contract and the long-term affordability of living here.
Moreover, Eskridge is not a 'private' road in the traditional sense. It serves as a main access route for the Dover Bay neighborhood and surrounding neighborhoods and is already incorporated into the county’s comprehensive plan as a redeveloped, public-access road. Unlike true private roads, which are often governed by easements and maintained solely by the adjacent property owners, Eskridge is maintained by HOA authorities and is intended for broader community use. This distinction is important because it means the costs and responsibilities typically associated with private roads should not be shifted to individual homeowners in this case.
From conversations with Eskridge neighbors, there is widespread concern and frustration about the potential for unexpected costs and the lack of transparency in the process. Many feel blindsided by the possibility of new financial burdens and are questioning the fairness of changing such a fundamental aspect of their property rights after the fact. The consensus is clear: any move to privatize or alter the management of Eskridge Place should be subject to thorough public discussion and consent, not imposed unilaterally."

"Hi guys,
Thanks for sending your neighborhood update to us. It was helpful to hear more about how your neighborhood is impacted since our neighborhood already has a sub-HOA. You brought up issues I did not recognize since I am not in your situation.
Both my husband and I participated in the road committee and think this is a big issue for Dover Bay. Any work toward a fair solution for all is very much appreciated.
At your urging, I plan to communicate with the board about these issues, and I hope others will do the same.
