XVI. CC&R committee member weighs in with a letter

Greetings friends and neighbors,
I served as a member of the DBPOA CC&R committee for almost a year. We were asked to not discuss the process or content of our work, until the draft was completed. Unfortunately, it was a very challenging committee environment, as there were several “change of plans” as well as poor process continuity & communication.
An ongoing frustration was the “stone silence,” when inquiries were made by the CC&R members as to the status of the Roads & Trails committee, as this was crucial to the determination/discussion of an assessment model. In April, the draft was completed for review and I had many concerns regarding specific language or lack there of, as well as increased powers given to the board. Therefore, I notified the board/CC&R committee as follows:
"As a member of the ad hoc CC&R committee, I am unable to support the revised CC&R document. While I can certainly appreciate some of the changes, I do not find the communicated intent of the revisions actualized, nor do I find the document forward thinking in recognizing and enhancing the Dover Bay Community.
Finally, I am concerned by the lack of transparency/integrity, from board leadership, in choosing to not follow through with the work of the roads and trails, while implying the "work" was being done and that the R&T committee was engaged in the process. (As a reminder, the findings of the R&T committee were discussed many times as crucial to the final CC&R document.) Therefore, I would caution against any nuance/indication (verbal or written) that would suggest this revised document has full support of the CC&R committee membership."
Finally, because of my exposure to working with "some" members of the current board, I have found their communication (both written and oral) to be less than transparent, in order to present or preserve their pre-determined preferences. Therefore, I would encourage you to read explicitly and compare with the original CC&R's. Look specifically at the section on definitions, as well as anything to do with roads, sub associations, assessments, and the DBDRB. I also think it is important to look at the by-laws, especially in voting and leadership transition/appointment. In so doing, I hope you are able to discern what is in your best interest and what supports your vision of our shared community.
