The Dover Bay Planned Unit Development is in Your Hands


Do you want Dover Bay neighborhoods restructured, rules revamped and the PUD realigned according to the DBPOA board's views? Have they asked for your views?


IF NOT it's time for us as owners/members of Dover Bay to determine the direction of our community. The blogs provided on this site were published to help you make your own decisions that will protect your investment and your community.


You Have Been Kept in The Dark

From the time the current DBPOA board started in June of 2023, they have been laying groundwork to reshape this community and to determine how they think it should be governed. From the beginning, they have tried to convince us that the governing documents, (CC&Rs and Development Agreement) were outdated, no longer serving the interest of the members. Those are the documents that were attached to our Titles!


Now the Board wants to permanently enshrine their ideas with a rewrite of the CC&Rs. You are surprised!?  This rewrite has been under way for the last year with CC&R committee work done in secret so as not to raise awareness and alarm. No one outside the committee and board has yet to see the changes.


Major Changes Proposed to CC&Rs

One major change apparently would facilitate the board’s errant efforts to privatize certain roads in Dover Bay. Those efforts would require that owners on those roads provide the maintenance for their roads, those that the DBPOA has maintained for 19 years! It is an idea that has been attempted and met with immediately and repeated resistance from many property owners who understood the violation of current CC&Rs of the proposal and its terrible consequences on the community.


The board's May 2025 newsletter stated that "The proposed new CC&Rs will provide the opportunity of (sic) the community to decide how the maintenance of these roads are (sic) to be handled going forward."


Funny, it is not clear what this sentence fully means. We thought the board's Roads and Trails committee was that "opportunity." The Roads and Trails committee's recommendation was for universal care of all roads in Dover Bay (with the exception of condo areas.) It received a unanimous vote from the committee and full support from some board members and Dover Bay's developer.


Yet, the board is now ignoring and even discrediting the input from their own Roads and Trails member committee. Twice, the committee offered the recommendation for a viable and fair alternative, a great solution to avoid the mess the board’s ideas would create.


This DBPOA board does not consist of skilled planners, PUD experts or visionary developers. They misinterpret CC&Rs repeatedly. They have no business changing what we agreed to when we purchased. Their understanding does not come close to the insight, skill, and investment that created this PUD. Their actions have been questioned by many owners.


The board will eventually need to secure the required 67% vote to change the CC&Rs the way they would like.  


They have said that they could work to get these votes through Proxy votes. Although legal, it isn’t ethical when done in a way to facilitate board views; that would essentially be “ballot harvesting.” They have kept us in the dark about CC&R changes, which helps them persuade members to vote their way.


Please do not turn over your vote to a board that would change our Dover Bay into something we did not agree to when we purchased. There would be dire consequences to our community.


Let's Replace the Board

While neighbors are fighting this board’s direction on so-called “private roads," some neighbors throughout Dover Bay have proposed legal action while others have proposed working through the board's election in June. Getting this board voted out makes the most sense.  


We need better Candidates to replace them, folks who will focus on managing the care of this beautiful property and serve its fellow property owners, not restructuring and changing our property rights and agreements. Please consider running for the board.*


CC&Rs require a minimum of three board members to serve for one year.  A Nomination Form was sent out with the May board newsletter and the form must be submitted by May 27th.


Elections of board members will be held on Saturday, June 28th, 2025. 


A quorum of 51% of the membership must be represented (either at the meeting or by proxy votes.)  If no quorum is present, there will be no change in the current board.
